Operators shall adhere to the following procedures when operating golf carts on public streets and alleyways.
(A) Golf carts shall operate on the extreme right side of the roadway and travel with the flow of traffic.
(B) Golf carts shall operate in a single file with headlights and tail lights in operation at all times, day and night.
(C) Golf carts shall yield the right-of-way to all vehicular traffic and pedestrians.
(D) Golf carts shall not be driven in excess of 25 miles per hour.
(E) Operators may only cross state highways at a 90-degree angle, as required by I.C. 9-21-1-3.3.
