No person shall throw, put, or deposit, or cause or permit any person in his or her employee to throw, put, or deposit any vegetable, animal, or mineral matter, straw, shavings, leather, paper, glass, tin, iron, earthenware or parts thereof, slops, manure, offal, or filth, or who shall cause, permit the flow or stagnation of any filthy or stinking liquid on any public square, commons, unenclosed grounds, street, alley, highway, sidewalk, or gutter in the town.
