141.03 RESERVE POLICE FORCE.
   (a)   Creation and Appointment. There is hereby created a reserve police force, the members of which shall be appointed by the Director of Safety upon the recommendation of the Chief of Police.
 
   (b)   Term. Reserve policemen shall serve at the pleasure of the Director of Safety, or until a submitted resignation shall be accepted by the Director.
 
   (c)   Minimum Age. The members of the reserve police force may not be under the age of twenty-one years at the time of their employment.

   (d)   Duties. The reserve police force will have all police powers, but shall perform only such police duties as assigned by the Chief of Police, and shall act only when in uniform as prescribed by the Director of Safety.
 
   (e)   Compensation. All services performed by reserve officers shall be on a voluntary basis except that such officers shall receive one dollar ($1.00) per year. All services performed shall be only when the reserve officer is on duty and then only within the corporate limits of the City except when accompanying a regular police officer outside the corporate limits of the City. Reserve police officers shall serve without pay, except when the provisions of Chapter 507 of the General Offenses Code have been invoked and such reserve police officers are requested to report to duty by the City Manager, Police Chief or other official in charge, and do in fact report to duty and except when the temporary absence of regular police officers requires that the City Manager or the Police Chief request reserve police officers to assume temporarily the duties of the regular police officers. In such cases, the reserve police officers shall be compensated at a rate equal to the hourly rate less benefits of a beginning level police officer for all hours for which they are on duty.

   (f)   Nonclassified Service; Workers' Compensation. Reserve police officers shall be deemed to be not within the classified service of the City but shall, nonetheless, be considered employees of the City when in performance of duties pursuant to the laws, ordinances, rules and regulations of the City pertaining to reserve police officers. Such reserve police officers shall be covered by workers' compensation in accordance with Industrial Commission rules and regulations pertaining to volunteer police officers and fire officers of public employees.

   (g)   Bond and Uniform. Each member of the reserve police force, as a condition precedent to serving thereon, shall furnish at City expense a bond in the amount and upon the same terms and conditions as is required of a regular appointed policeman. Each member of the reserve police force shall provide himself with the prescribed uniform at his own expense.
 
   (h)   Liability Insurance. The City shall furnish and pay for the liability insurance coverage for all active reserve police officers while performing duties under this section.
