No person, except as listed in Section 713.02, without first having obtained a Solicitation Permit, shall call at any residence or place of business without the invitation or previous consent of the owner or occupant to seek to obtain:
(a) Subscriptions to one or more publications;
(b) Orders for the purchase of goods or services of every kind and description for immediate or future delivery from sources inside or outside the State of Ohio; or
(c) Contributions for any purpose or reason, except contributions sought by or on behalf of organizations which have been accorded tax-exempt status under Section 501(c)(3) of the Internal Revenue Code.
