(a) Student. A Solicitation Permit shall not be required if the solicitation is made by any person who is nineteen years old or younger who is enrolled in:
(1) Any school located within the Worthington City School District, or
(2) Any school, provided that such person is a resident of the Worthington City School District;
and the purpose of the solicitation is school-related or the solicitation is made on behalf of a non-profit organization.
(b) Farmer. A Solicitation Permit shall not be required if the solicitation is made by any farmer or producer who is selling the product of his own farm.
