   141.01 DIVISIONS AND FUNCTIONS.
   The Department of Safety shall be under the direction of the Director of Safety. It shall be composed of the following divisions, which shall have the functions hereinafter set forth and such others as may be delegated to it by the City Manager:
   (a)   Police
   (b)   Fire
