No person or persons or corporation shall publicly sell or offer for sale five or more articles of tangible personal property in any residential or accessory structure or yard located in any "R-16", "R-10", "R-7.5", "R-6.5", "AR-3.5", or "AR-4.5" District without first having obtained a permit for such sale from the office of the Director of Safety and without first having paid the required fee as provided in Section 757.03.
