1512.02 DEPARTMENTAL DUTIES.
   (a)    The Director of Administration shall review rates annually and recommend increases or decreases for the approval of Council.
   (b)    The Fire Division of the City shall respond to all emergency calls within the City limits and within specifically designated contract areas, and transport injured parties to the Wooster Community Hospital and to and from the Hospital, if so directed by the doctor in charge of the immediate department. When in the judgment of the Chief of the Division it is necessary to do so, such services may be provided by contract, as provided in Section 131.08 of the Codified Ordinances.
   (c)    The Director of Administration is hereby authorized to establish rules and regulations and interpretations on implementation of the Emergency Ambulance Service.
