924.16 RULES AND REGULATIONS.

The Director of Administration is hereby authorized to establish the rates provided in Sections 924.02, 924.03 and 924.04 and to make and enforce reasonable rules and regulations setting forth the conditions upon which service may be furnished to users. Council shall be notified in writing by April 1 of each year or more frequent if there are changes in the rates.
