924.02 BASIS OF CHARGES.
   (a)   The annual capital charge shall be teased on the following values:
      C f    =    Capacity factor = Pf

      D e    =    Depreciation.
      F p    =    Measured flow at plant.
      I c    =    Interest expense.
      I i    =    Interest income.
      P c    =    Plant flow capacity.
      P p    =    Principal payments.
      R e    =    Return on equity.
      M e    =    One meter equivalent is equal to a 5/8" meter.
      M t    =    Total meter equivalents in the system.
      Q t    =    Total annual volume of billable sewage flow from all users of the City sewage system in 1000 gallons.
Capital charge = (De + Ic + Pp + Re - I i) x (I - Cf) + (De + Ic +Pp + Re - I i) x (Cf)

   The annual capital charge shall be as established in Exhibit A attached.
   (b)   The commodity charge for wastewaters which do not exceed normal strength wastes shall be based upon the following values:
      C to   =    Estimated total moneys needed for the administration, billing, operation, maintenance and replacement expenses of the wastewater treatment works.
      C f    =    Infiltration and inflow treatment costs.
      C s    =    Estimated revenue from extra-strength surcharges.
      Q t    =    Total annual volume of billable sewage flow from all users of the City sewage system in 1,000 gallons.
   Commodity charge =    Cto - Cf - Cs
               Qt
   The annual commodity charge shall be based on the rate established in Exhibit A .
   (c)   The sewage service charge shall be based on the meter equivalent number of system customers and shall approximate the portion of infiltration and inflow and billing costs attributable to each customer as follows:
