§ 150.035 HOUSING CODE ADOPTED BY REFERENCE.
   (A)   Adoption by reference. Certain documents, three copies of which are on file in the office of the City Clerk of the City of Wood River being marked and designated as 2012 International Property Maintenance Code; as published by the International Code Council, be and is hereby adopted as the Property Maintenance Code of the City of Wood River in the State of Illinois; for regulating and governing the conditions and maintenance of all property, buildings, and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary, and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such existing structures as herein provided; providing for the issuance of permits and collection of fees therefore; and each and all of the regulations, provisions, penalties, conditions and terms of said Property Maintenance Code on file in the office of the City Clerk are hereby referred to, adopted, and made a part hereof, as is fully set out in this chapter, with the additions, insertions, deletions, and changes, if any, prescribed in this section.
   (B)   Additions, insertions, and changes. The following sections of the International Property Maintenance Code are hereby revised as follows:
Section 101.1 - Insert: City of Wood River for (name of jurisdiction).
Section 103.5 - Insert §§ 150.021, 150.101 of the Wood River City Code, as amended from time to time, for (jurisdiction to insert appropriate schedules).
Section 111 - Revise:
Section 111.1 Application for Appeal. Any person directly affected by a decision of the code official or a notice or order issued under this code shall have the right to appeal to the City Manager, provided that a written application for appeal is filed within 20 days after the day the decision, notice or order was served. An application for appeal shall be based on a claim that the true intent of this code or the rules legally adopted thereunder have been incorrectly interpreted, the provisions of this code do not fully apply or the requirements of this code are adequately satisfied by other means.
Section 111.2 - Delete in its entirety.
Section 111.3 - Delete in its entirety.
Section 111.4 - Delete in its entirety.
Section 111.5 - Delete in its entirety.
Section 111.6 - Delete in its entirety.
Section 111.7 - Revise: Any person shall have the right to apply to the appropriate court for a writ of certiorari to correct errors of law. Application for review shall be made in the manner and time required by law following the decision of the City Manager.
Section 111.8 - Revise: Appeals of notice and orders (other than imminent danger notices) shall stay the enforcement of the notice and order until the appeal is heard by the City Manager.
Section 304.14 - Insert April 1 for first (date); insert October 1 for second (date).
Section 602.3 - Insert October 1 for the first (date); insert April 1 for second (date).
Section 602.4 - Insert October 1 for the first (date); insert April 1 for second (date).
