(A) Adoption by reference. Certain documents, three copies of which are on file in the office of the City Clerk being marked and designated as the 2012 Editions of the International Building Code, International Residential Code, and the International Property Maintenance Code as published by the International Code Council, be and are hereby adopted as the Building Code of the City of Wood River in the State of Illinois, for control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said codes are hereby referred to, adopted and made a part hereof as is fully set out in this chapter, with additions, insertions, deletions, and changes, if any prescribed in this section. Copies of the Building Code are available for review in the City Clerk’s office. Copies of the code, in its entirety or partially, may be purchased at cost from the city.
(B) Additions, insertions, and changes.
(1) The following sections of the International Building Code are hereby revised as follows:
Section 101.1 - Insert City of Wood River for (name of jurisdiction).
Section 113.1, 113.2 and 113.3 - Delete and replace with the following:
Section 113 Appeals and Section 113.1 General. In order to hear and decide appeals of orders, decision or determinations made by the building official relative to the application and interpretation of this code, any person shall have the right to appeal to the City Manager. The decision of the City Manager will be the final determination of any appeal. Any person wishing to appeal a decision must submit a written request outlining the decision being appealed and his or her proposed alternative course of action. An application for appeal shall be based on a claim that the true intent of this code or the rules legally adopted thereunder have been incorrectly interpreted, the provisions of this code do not fully apply, or an equivalent form of construction is to be used.
Section 1612.3 - Insert City of Wood River for (name of jurisdiction).
Section 1612.3 - Insert May 1, 1979 for (date).
Section 3410.2 - Insert March 1, 2018 for (date).
(2) The following section of the International Residential Code is revised as follows:
Section R101.1 - Insert City of Wood River for (name of jurisdiction).

Section R313 - Deletion of this section does not in any way prohibit the voluntary installation of an automatic residential fire sprinkler system in townhouses and/or one-and two-family dwellings.
