§ 119.02 EXCEPTIONS.
   (A)   The provisions of this chapter shall not apply to any established society, association, or corporation that is organized and operated exclusively for religious, philanthropic, benevolent, fraternal, charitable, or reformatory purposes, not operated for pecuniary profit, where no part of the net earnings inures to the benefit of any person, private shareholder, or individual, except that such organizations shall be given a letter of permission from the City Council, if the City Council otherwise approves the organization as one with bona fide religious, philanthropic, benevolent, fraternal, charitable, or reformatory purposes, and with a legitimate fund-raising purpose. Upon the City Council’s approval, the City Manager shall issue the letter of permission setting out the terms of the solicitation, and the dates during which the solicitations is to take place.
   (B)   This chapter shall not apply to the sale or soliciting of orders for the sale of milk, dairy products, vegetables, poultry, eggs, and other farm and garden produce.
