§ 96.30 PERMIT REQUIRED.
   No person, firm, or corporation shall make, or cause to be made, or help and/or assist, any excavation of any public street, highway, alley, or other public place, or on any easement or right-of-way without first having made application to the Director of Public Services for a permit for such excavation and receive from said Director of Public Services a written permit therefor in accordance with this subchapter.
