The storage or sale of fireworks at wholesale is prohibited except by permit from the City Manager. Such permit shall be issued for a period of one year. Application for such a permit must be filed with the City Clerk at least 30 days previous to the issuing of the permit, and must give a detailed description of the proposed care and storage of said materials and of the structural conditions and occupants of the building. Before any permit shall be issued by the City Manager, the premises described in the application must be inspected by the Chief of the Fire Department, or his or her authorized agent, who shall file with the City Clerk a certified statement of his or her approval or his or her disapproval, as the case may be, together with his or her reasons therefor.
