(A) It shall be unlawful to harbor or keep any animal which disturbs the peace by loud noises at any time of the day or night.
(B) In the event any violation of division (A) above shall occur wherein the harboring or keeping of an animal results in two signed complaints within a 30-day period, such resident shall be fined a minimum fine of $25 plus court costs.
