§ 70.050 SPEED RESTRICTIONS.
   (A)   The speed limit upon all city streets shall be 30 mph. Upon an engineering and traffic investigation and when the City Council approves, the speed limits on city streets or portions thereof described in Chapter 75, Schedule IV may be increased or decreased, and it is hereby declared that the maximum speed limit upon those streets or portions thereof described in Chapter 75, Schedule IV shall be as therein stated, which speeds so declared shall be effective when signs are erected giving notice thereof.
   (B)   Any person driving a vehicle on a street shall drive the same at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface, and width of the street and of any other condition then existing, and no person shall drive any vehicle upon a street at a speed greater than will permit the driver to bring it to a stop within the assured clear distance ahead.
   (C)   Subject to the provisions of division (B) above and except in those instances where a different speed is lawfully established and posted, it shall be prima facie lawful for the driver of a vehicle to drive the same at a speed not exceeding 30 mph on all streets unless otherwise posted, but in any case when such speed would be unsafe or not reasonable and proper it shall not be lawful.
   (D)   It shall be prima facie unlawful for any person to exceed any of the speed limitations set forth in division (C) above.
   (E)   It shall be prima facie unlawful to exceed the speed stated on signs erected in accordance with the traffic ordinances of this city.
   (F)   In every charge of violation of the speed restrictions in the traffic ordinances of this city, the complaint and traffic citation shall specify the speed at which the defendant is alleged to have driven, also the speed applicable within the district or at the location.
