(A) No water from the city water supply shall be turned on for service into any premises by any person but the Director of Public Services or some person authorized by him or her to perform this service.
(B) Application to have water turned on shall be made to the Director of Public Services and shall contain an agreement by the applicant to abide by and accept all of the provisions of this chapter as conditions governing the use of the city water supply by the applicant.
