§ 50.21 PERMISSION REQUIRED FOR DUMPING BY CONTRACTORS OR NONRESIDENTS.
   (A)   (1)   Any person other than the city collector may collect and dispose of commercial garbage and trash if they provide themselves with an approved type collection vehicle.
      (2)   The Director of Public Services shall grant this approval if it is to be conducted with an accepted type of truck. A permit, for which there shall be a $100 annual charge, shall then be issued.
   (B)   Collection of residential garbage and refuse shall take place between the hours of 6:00 a.m. and 5:00 p.m. only, and collection of commercial garbage and refuse shall take place between the hours of 7:00 a.m. and 9:00 p.m. These times are mandatory unless an extension is approved by the Director of Public Services.
