4-2-2-1: ADDITIONAL REGULATIONS FOR RESIDENTIAL ESTABLISHMENTS:
Notwithstanding any provisions of this Section 4-2-2 to the contrary, the following regulations shall apply to all persons receiving residential scavenger service:
   A.   The owner or occupant of every single-family dwelling unit shall provide and maintain in good condition and repair not less than one residential waste container. The owner or agent of every multiple dwelling having not more than four (4) dwelling units shall provide and maintain in good condition and repair not less than one waste container per dwelling unit.    B.   Waste containers, landscape waste units and landscape waste toters and recycling containers are to be stored at the side or rear of the residence, except from three o'clock (3:00) P.M. on the day prior to collection to eight o'clock (8:00) P.M. on the day of collection, when said waste containers, landscape waste units, landscape waste toters and recycling containers may be placed at the curb.    C.   The items which may be placed for collection and pickup shall be limited as follows:
      1.   An unlimited number of residential waste containers, provided that there is affixed to each such waste container a refuse tag.
      2.   An unlimited number of landscape waste units and/or landscape waste toters, provided that there is affixed to each landscape waste unit a landscape waste tag.
      3.   An unlimited quantity of recyclable material contained in one or more recycling container(s).
      4.   Upon notice to the licensee by any residential customer, one bulk item on the day in any week when collection or pickup service is provided. Said bulk item need not be placed or stored in a waste container, provided that said bulk item shall only be placed at the curb on the day of collection, and further provided that there is affixed to any such bulk item a refuse tag.    D.   A user fee which shall be determined from time to time by the contract entered into between the Village and the scavenger shall be imposed for the collection of each waste container of refuse and each bulk item. The payment of such user fee shall be evidenced by a refuse tag, which shall be attached to each waste container or bulk item placed for collection. The Village will maintain a list of locations at which refuse tags may be purchased. Refuse tags will be available for purchase at the Village Hall.
   E.   It shall be unlawful for any person to place for collection or pickup any residential waste container or bulk item not having affixed thereto a refuse tag. (Ord. 92-15, 4-23-92)
