It is the duty of the Police Department to enforce the provisions of this chapter. The Chief of Police shall assign such officers and members of the Police Department as he may determine necessary to the duty of enforcing the provisions of this chapter. In the event of fire or other emergency, members of the Fire Department may direct traffic and otherwise assist the Police Department, notwithstanding any other provisions of this chapter.
