The head of any department shall have the power, and it shall be his duty, to purchase or contract for all supplies and services needed by his department, in accordance with purchasing procedures as prescribed by this chapter and such rules and regulations as the Treasurer shall adopt for the internal management and operation of the department and such other rules and regulations as shall be prescribed by the Mayor and Council. All Council expenses, and any other expenses coming out of the budget amount appropriated for the Council, must be approved in advance by the Council President and the Treasurer.
