161.04 APPROVED PURCHASE ORDER.

Provided that the funds appropriated for the purchase are on hand or are in the process of collection, so that they shall be available at the time of payment required by the terms of the purchase, and upon receipt of the purchase order approved by the Mayor and Treasurer, the department head shall place an order to the vendor.
