(a) Upon the voluntary or involuntary termination of employment of any Village employee for any reason, or for any voluntary or involuntary leave of employment in excess of fourteen days in duration including but not limited to:
(1) Approved leave of absence;
(2) Family medical leave with or without pay; or
(3) Suspensions;
each employee shall return to his department head or immediate supervisor, all Village property. Property includes all property in possession of the employee including but not limited to official Village identification card, badge, pager, keys to Village property and equipment, tools and all other property, and other items issued by and belonging to the Village.
(b) Upon receipt of such property, the employee’s supervisor shall give the employee a written receipt and forward a copy to the Treasurer, Assistant Treasurer, or their staff.
(c) The Treasurer or his staff are hereby authorized and directed to withhold final payment to any terminated employee, including regular and overtime compensation, accrued sick and vacation benefits until the receipt for Village property signed by the employee’s supervisor or department head is presented by the employee.
(d) In the case of an employee taking voluntary or involuntary leave, the Treasurer or Assistant Treasurer and his staff is authorized and directed to withhold the last fourteen calendar days earned before said leave begins including regular and overtime compensation, accrued sick leave, and vacation benefits until the receipt for Village property signed by the employee’s supervisor or department head is received.
