All complaints concerning potential violations of civil rights brought by individuals pursuant to the award and performance of a publically bid construction contract, as defined herein, shall be reviewed by the Mayor and Village Council and, if not resolved, will be directed to forward the complaint to the Ohio Civil Rights Commission or Office of Federal Contract Compliance.
