(a) A Planning Commission for the Village is hereby established and created.
(b) The Commission shall administer the planning and zoning code and building regulations.
(c) The Planning Commission shall employ the services of the Regional Planning Commission of Cuyahoga County as an advisory board on planning, zoning and applications for building permits submitted to the Village, except on building applications of less than two thousand dollars ($2,000) which shall be approved by the building inspector, unless the building inspector requests a Planning Commission review of the application. The Planning Commission shall request an advisory opinion from the Regional Planning Commission when approved by a vote of the Commission. The report and recommendation of the Regional Planning Commission shall be made a part of the Planning Commission record, however, the same shall be advisory and non-binding.
