131.02 HOUSING COMPLAINT REFERRAL OFFICER.
   (a)   Council authorizes the Mayor, on behalf of the Village, to serve as the Housing Complaint Referral Officer of the Village or to designate such other employee as the Mayor, in his discretion deems appropriate.
   (b)   The Housing Complaint Referral Officer shall receive and review all complaints of housing discrimination, including complaints based upon race, sex, handicapped or families with children alleged to occur in the Village.
   (c)   Each complaint should be referred to HUD for a complete investigation of the charges in the complaint.
   (d)   The Housing Complaint Referral Officer should follow up every complaint referral to HUD to monitor its progress and eventual outcome.
   (e)   The Housing Complaint Referral Officer shall refer all complaints to such other agencies as are available in the community for handling discrimination claims under the Act.
