(a) Publication of ordinances and resolutions of Council shall be given by publishing the number, the title thereof and the date of passage thereof, once a week for one week in a newspaper of general circulation in the Village, except that in lieu thereof, any ordinance or resolution may be published in full when so specified therein.
(b) All Municipal statements, orders, proclamations, notices and reports required by law or by ordinance to be published shall be published in one newspaper of general circulation in the Municipality for the following times:
(1) Notices for the advertisement for the acceptance of bids shall be published not less than once a week for two consecutive weeks.
(2) All other matters shall be published once, except when otherwise specifically required by law or by order of Council.
