121.06 ATTENDANCE OF COUNCIL MEMBERS.
   For each absence of a member of Council from a regular or special Council meeting, unless excused by a vote of four Council members, there shall be deducted by the Treasurer upon the statement of attendance provided by the Clerk of Council, a sum equal to one hundred percent (100%) of the monthly salary of such Council member. Council shall excuse absent members who have presented a valid reason in advance of the meeting at which the member will be absent. In cases of unexpected emergencies, it shall be the responsibility of the member who will be absent to notify the Mayor, Council President, Clerk of Council, or chairman of the committee upon which the member serves no later than two (2) hours prior to the start of the meeting in order to be considered for exclusion by the Council members present.
