(a) All persons, corporations, firms, or entities having business of such urgency as to require a special meeting of any public body of the Village the members of which are compensated per meeting, shall be required to advance the costs, including clerical expenses, for such special meeting.
(b) This section shall not pertain to special meetings called by Council.
