(a) Regular Meetings. Regular meetings of Council shall be held at 7:00 p.m. on the second Wednesday of the month, unless otherwise ordered by Council. No member of Council shall be required to wait longer than one-half hour after the regular time for convening the meeting and after which Council stands adjourned, unless there is a quorum present and Council is called to order and proceeds to business.
(b) Special Meetings. Special meetings shall be called by the President of Council, or the Mayor, or the Clerk of Council upon written request of four (4) members of Council. Written notice of such special meeting shall be served upon each member of Council electronically, personally, or at his place of residence at least forty-eight hours before such meeting. Special meetings shall be all meetings other than regular and those called in an emergency situation. Notification of all such meetings shall be published and/or posted in accordance with Section 105.03
.
Such notice shall state the purpose of the meeting and no other matter shall be considered except on the approval at that meeting by at least two-thirds of the members of Council. Village officials requested to attend the special Council meeting shall also be notified in the above manner.
(c) Access to Council Chambers. Members of Council shall have access to Council Chambers on a twenty-four (24) hour, seven (7) day a week basis.
