(a) All applications for grants and acceptances of gifts shall be authorized by a majority vote of Council and the completed grant application or supporting documentation for a gift shall be provided by the department head making the legislative request.
(b) Request for legislation to authorize grant applications shall state whether or not Village matching funds or matching funds from outside the Village are to be utilized and the dollar amounts.
