(a) The installation, maintenance, alteration or repair of any plumbing, water or sewer fixture, facilities or equipment, and the performing of any plumbing work or services in or in connection with any dwelling or other structure within the Village, shall be done only by or under the supervision of a person who is the holder of a valid license of the Village issued in accordance with the provisions hereof for the performance of such plumbing work or services and a permit for the installation of plumbing fixtures as contained herein.
(b) A plumbing license shall be secured from the Building Inspector. Such a license shall be issued only upon written application therefor and the payment of a license fee of fifty dollars ($50.00), and shall be for a calendar year. The license herein provided for shall be issued as a matter of course to any person holding a similar plumbing license in the City of Cleveland. No such license shall be issued to any other person unless the Building Inspector determines that such applicant is competent to perform the work to be authorized by such license.
(c) The Building Inspector shall inspect all work for which permits are secured and upon the satisfaction of the conditions prescribed herein shall authorize the use of such work. No person securing a permit as herein provided or doing work under the permit shall use or permit the use of any plumbing or sewer equipment installed, altered or repaired under such permit until such use shall have been authorized by the Inspector.
(d) A Base Fee for each permit for new work, alterations or repairs to plumbing, includes water lines or plumbing fixtures, or both, or a replacement thereof, and sewers and fire lines is required of forty dollars ($40.00). (Additional work performed as an addendum to a recently issued permit shall not require an additional base fee).
(e) In addition to the fees for building permits provided in Section 1329.01, the following fees shall be collected by the Building Inspector for plumbing work.

(f) For the purpose of this section, a fixture is defined to include all sinks, or lavatories, tubs or showers, water closet, or such similar plumbing fixtures, but does not include items of plumbing such as hot water heaters, water softeners, pumps and the like.
(g) Any person aggrieved by the refusal of the Building Inspector to issue to him such a license and/or permit may appeal such decision to Council by application in writing filed within thirty days after such refusal. (Ord. 2008-09. Passed 4-16-09.)
