1325.04 REGISTRATION OF CONTRACTORS.
   (a)    Any contractor and subcontractor applying for a permit to do building, reconstruction, construction, or remodeling shall, when applying for a building permit, register their name, place of business, and the person or persons to whom correspondence shall be directed, with the Income Tax Administrator.
   (b)    The Building Inspector shall not issue any building permit until the contractor and subcontractor have registered their names with the Income Tax Administrator. The Building Inspector shall note upon the permit that the Income Tax Administrator has been advised as to the name and address of the contractor and subcontractor for whom the building permit is being issued.
   (c)    The Income Tax Administrator shall note upon the building contractor's and subcontractor's application for a building permit that the contractor and subcontractor have registered with the Department in accordance with rules and regulations of the Administrator. The Administrator shall transmit information that the registration has been completed to the Building Department.
