(a) Every firm, corporation, owner or person in control or having the possession, charge or management of any lot or land within the Village shall, between April 1 and November 30 of each year, cut and destroy, or cause to be cut or destroyed, all noxious weeds growing upon such lot or lands.
(b) No firm, corporation, owner or person in control or having the possession, charge or management of any lot or land within the Village shall cause, permit or otherwise allow to be maintained on such lot or land, any litter, which has been determined by the Building Inspector to constitute a detriment to the public health or safety.
(c) As used in this section, noxious weeds mean Russian, Canadian or common thistle, wild lettuce, wild mustard, ragweed, milkweed, ironweeds, grass over ten inches in height or wild plants capable of causing skin reactions upon contact or producing or aggravating hay fever, asthma, allergies, respiratory reactions and similar conditions in human beings.
(d) As used in this section, litter is defined as in Section 521.08(b).
