Upon a finding that the exception supports the long-term aesthetic design and economic development of the community and that the limits of this chapter place an undue hardship upon the owner, the Planning and Zoning Commission may, after public notice and hearing, permit exceptions to and variations from the requirements of this chapter as follows:
(a) A sign size variance may be allowed up to a maximum of twenty percent (20%);
(b) Variances may be allowed upon sign restrictions found in Section 1321.03 herein. Such exceptions or variations shall be confirmed by a Resolution of Council before becoming effective.
