Exterior rubbish containers shall be stored at the rear of each property. These containers shall be designed and used in such manner as to be proof from entry or opening by rodents, dogs, cats and other animals. These containers shall also comply with the standards set forth elsewhere in ordinances of the Village and in regulations of the Building Inspector.
