1317.27 MAINTENANCE RESPONSIBILITIES.
   The owner and/or occupant of every apartment house, or his appointed agent or agents, shall be responsible for maintaining in a clean and sanitary condition the shared or common areas of the premises. The owner or his appointed agent and the occupant therein shall also be held responsible for the maintenance in a clean and sanitary condition of each of the dwelling units in the apartment house.
   (a)    General Maintenance Requirements. 
      (1)    All dwelling structures and all parts thereof, both exterior and interior, shall be maintained in good repair.
      (2)    All equipment and facilities accessory to a dwelling structure or dwelling unit shall be maintained in good and safe working order.
   (b)   Maintenance of Foundations. All dwelling structures shall have a foundation.
      (1)    All foundations of every dwelling structure shall be maintained structurally sound and in good repair.
      (2)    All foundations of every dwelling structure shall be maintained in such condition as to prevent the seepage or leaking of water within the space enclosed within the foundations.
      (3)    All openings into the foundations of every dwelling structure shall be protected against the entrance of rodents.
   (c)    Maintenance of Roofs, Gutters and Downspouts. All roofs of every dwelling structure shall be maintained weathertight and shall be equipped with gutters and downspouts connected to a public storm sewer, where a public storm sewer is available, or to a roadside ditch as approved by the Building Inspector.
   (d)    Maintenance of Exteriors of Dwelling Structures and Accessory Structures. 
      (1)    All exterior parts of every dwelling structure shall be maintained weathertight and shall be maintained so as to resist decay or deterioration from any cause. This includes exterior walls, parapet walls, chimneys and all other exterior structures, either above or below the roof line.
      (2)    Any dwelling structure or accessory structure whose exterior surface is bare, deteriorated, decaying, disintegrating or in poor repair must be repaired or razed.
         A.    All wholly or partially missing, buckled, rotted or decayed or deteriorated walls, doors, windows, porches, floors, steps, ceilings, soffits, posts, sills, trim and their missing members must be replaced and put in good condition.
         B.    All replacements must match and conform to original design if not replaced completely.
         C.    All exterior wood or exterior unfinished surfaces, excluding those woods approved for use in their natural state, must be sealed and painted or surface-covered with other approved protective coating or treated to prevent rot and decay and conform and match the existing paint or surface covering and original design or replacement thereof. All exterior walls and surfaces must be properly protected against the weather where they are defective or lack weather protection, including lack of paint or surface covering or weathering due to lack of proper protective covering.
      (3)    Any dwelling structure or accessory structure whose exterior surface is deteriorated, decaying or disintegrating shall be repaired or repainted or resurfaced. All exterior surfaces shall be replaced or repaired in good condition preparatory to repainting or coating.
   (e)    Maintenance of Interior Walls and Floors. 
      (1)    All interior walls and floors of every dwelling structure shall be maintained free of holes and any loose or deteriorated material, as determined at the time of inspection.
      (2)    All floors within every bathroom or water closet compartment of a dwelling structure shall be made of nonabsorbent material.
