Every dwelling shall be provided with approved heating facilities capable of maintaining an average temperature of 70° F. in all habitable rooms, kitchens, bathrooms and water closet compartments when the outdoor temperature is -10°F. and the wind velocity is equal to or greater than five miles per hour, without forcing the facilities to operate in excess of their designed capacity.
