(a) "House" or "residential structure" shall be considered used or occupied when one or more persons shall use such structure for habitation, business or other such use, and such persons use or spend more than twelve hours in any single day within the boundaries of the property on which the house, commercial or other residential structure is located.

(b) "Unsafe building" means all buildings or structures which are structurally unsafe, which are not provided with adequate egress, which constitute a fire hazard, which are otherwise dangerous to human life, or which, in relation to existing use, constitute a hazard to health by reason of inadequate maintenance, dilapidation, or obsolescence. All such unsafe buildings are declared to be public nuisances, and shall be abated by repair and rehabilitation, or by demolition in accordance with the procedure of this chapter.
