1309.03 DECISION OF THE BUILDING INSPECTOR FINAL.
   The decision of the Building Inspector shall be final. However, any person who feels that the Inspector has wrongfully refused to issue a permit or conditional permit may appeal the decision to the Planning and Zoning Commission by informing the Clerk of Council in writing of his desire to bring the matter before the Planning and Zoning Commission, and setting forth the reasons that he believes entitle him to the permit or conditional permit. The Clerk shall thereupon bring the appeal before the Commission for hearing not later than the next meeting. The Commission may, by a majority vote of the elected members, overrule the Building Inspector and order the Certificate of Occupancy issued.
