No person, firm, corporation, or entity shall:
(a) Place rubbish for collection prior to 6:00 p.m. of the evening preceding the day scheduled for collection;
(b) Allow, cause or permit empty or partially empty containers, rubbish containers, or uncollectible rubbish items to remain at their place of collection after 9:00 a.m. of the day following the day scheduled for collection.
