(a) Cleaning of Septic Tanks. A septic tank shall be cleaned at intervals not greater than three years. Any septic tank that discharges settleable solids shall be cleaned immediately upon this condition arising. Upon notice by the Building Inspector of the existence of this condition, the owner or occupant of the premises shall cause the tank to be cleaned within thirty days thereafter.
(b) Enforcement, Duty of Building Inspector. The Building Inspector shall be charged with the enforcement of this chapter. A building permit shall not be issued for any dwelling or other building structure unless the plan and specifications therefor are in conformity with the detailed requirements of this chapter in so far as they apply to the individual sewage disposal system designed to serve that dwelling or other building structure.
