No person shall place or maintain upon the ground within the drip line of any tree in any public place any stone, concrete, brick, mulch, natural or manmade vegetation controls or any other impervious material or substance in such a manner as may obstruct the free access of air and water to the roots of such tree without first obtaining written permission from the Director to do so. No charge shall be made for such permission.
