Any excavation, filling or changing of grade or topography for which a permit shall have been issued as herein provided shall be completely refilled or securely covered to the satisfaction of the Building Inspector within thirty days after the issuance of the permit; however, when the excavation, filling or changing of grade or topography shall be in connection with and as a necessary part of the construction of a building or structure for which a permit has been secured from the Building Inspector, the continued and uninterrupted construction of the building or structure shall constitute sufficient compliance with the requirement for refilling or covering the excavation, filling or changing of grade or topography as set forth herein. In the event of delay or interruption of the construction by causes beyond the control of the permit holder, Council may grant as long an extension of time as it may deem proper.
