Application for a permit shall be made in writing to the Building Inspector. The application shall set forth the location of the property upon which the excavation, filling or changing of grade or topography is proposed; be accompanied by a plat diagram upon which the excavation, filling or changing of grade or topography is proposed, showing the exact location and dimensions of the proposed excavation, filling or changing of grade or topography; and be accompanied by the fee for the permit as hereinafter provided.
