Permission to drive a taxicab may be revoked or suspended at any time upon a finding made by the Clerk-Treasurer that a driver has failed to maintain the standards set forth in this chapter, or has been guilty of acts or conduct which would have disqualified him upon his original application, or when his vehicle fails to satisfy the safety requirements as provided in this chapter.
