No person shall hold any gathering, meeting, party, dinner, dance or other engagement at which more than 150 people are invited or at which more than seventy-five people are invited and alcoholic beverages will be served or consumed at any party center, dance hall or community room without hiring one or more security employee as licensed by the Chapter to be present during the hours specified for such engagement to preserve order thereat and to direct the flow of traffic thereat.
