729.03 EMPLOYMENT OF PRIVATE POLICE.
   (a)    No person shall employ another or contract with another to work as a private policeman or private security employee without registering with the Chief of Police and paying a fee of twenty-five dollars ($25.00). A permit shall be granted to such employers and contractors subject to their employing only persons who comply with this Chapter. Such permit shall be for a period of one year. Residents of single family homes employing private security persons shall register without a fee in accordance with this Chapter.
   (b)    The Mayor may waive the permit fee required herein for regular members of municipal or township police departments.
