Applicants for private police or private security permits shall possess the following qualifications:
(a) The security person must be a least twenty-one years old, an American citizen, and fully complete a registration form to be provided by the Mayor.
(b) The security person shall furnish to the Chief of Police a certificate from a licensed physician showing such person to be in good physical and mental health.
(c) A complete record check including finger prints, photos and other information shall be obtained on each applicant to reasonably determine compliance with this Chapter.
(d) Each security person who carries a gun must have completed a 120 hour private security police school course complying with the Ohio Revised Code for private police work, and forty additional hours in firearm training, certified by the State.
(e) Each security person must be bonded in the amount of a minimum of one thousand dollars ($1,000), by a bonding company licensed to do business in the State.
(f) Each security person shall be issued an I.D. card showing a photograph and thumb print of the applicant by the Village which shall be carried by the individual whenever working in the Village upon approval and qualification by the Village.
(g) Uniforms must be approved by the Mayor and/or Chief of Police.
(h) Each permit shall be valid for one year from the date of issuance.
(i) Any weapon carried by the permittee must be registered with the Village.
(j) The applicant must be able to fluently read, write, and speak the English language, and have no convictions for a felony or misdemeanor involving moral turpitude, and not be addicted to alcohol or drugs, or otherwise be found to be a person not physically, mentally, emotionally or morally suited to be trusted with the protection of persons and property in the Village.
(k) The Chief of Police may limit the type of work to be performed to conform to the experience of the permitee.
(l) All permittees shall at all times cooperate with and take orders from Woodmere policemen in the furtherance of official police duties.
(m) Permittees shall have such police authority as provided by applicable provisions of the Ohio Revised Code, and shall immediately report the violation of any law, whether Federal, State or Village to the Woodmere Police Department and assist in its prosecution.
